This course examines how international regimes, particularly the nuclear nonproliferation regime, constrain the scientific, technological, and political ambitions of emerging regional powers. It introduces the concept of the Middle Power Trap and analyzes how norms, institutions, and stigmatization shape state behavior. The course focuses on Brazil as the main case, with India as a comparative reference, linking International Relations theory, status competition, and science and technology policy.
