Seminar celebrates the 70 years of the Geneva Conventions

Aiming to celebrate the 70 years of the Geneva Conventions, the Brazilian Ministry of Foreign Affairs, the Alexandre de Gusmão Foundation (FUNAG), the Swiss Embassy in Brasília, and the Regional Delegation of the International Committee of the Red Cross conducted, on October 31st, 2019, at the Rio Branco Institute (IRBr), a seminar on the 70 years of the Geneva Conventions: contemporary challenges in international humanitarian law (IHL).

The seminar highlighted the importance of international humanitarian law and reflected on the current challenges to its implementation.

The opening of the event was attended by General Director of the IRBr, Ambassador Maria Stela Pompeu Brasil Frota; Swiss Ambassador to Brazil, Andrea Semadeni; Head of the Regional Delegation of the International Committee of the Red Cross, Simone Casabianca-Aeschlimann; and President of FUNAG, Minister Roberto Goidanich.

The high-level panel, moderated by Minister Goidanich, featured lectures by the Director of the United Nations Department of the Ministry of Foreign Affairs, Ambassador Luís Fernando Abbott Galvão; former Commander of the United Nations Stabilization Mission in Haiti (MINUSTAH), General Fernando Rodrigues Goulart; and former Judge of the International Criminal Court (ICC), Judge Sylvia Steiner.

Lectures during the first panel, on the contemporary challenges in IHL and to the implementation of the Geneva Conventions, were given by Judge Sylvia Steiner and Legal Advisor of the Geneva Call NGO, Ezequiel Heffes. The panel was moderated by the Legal Advisor to the International Committee of the Red Cross, Gabriel Valladares.

The second panel, on the regulation of new military technology in the scope of IHL, was moderated by the Coordinator for Cybersecurity Matters and Head of the Division for Disarmament and Sensitive Technologies of the Ministry of Foreign Affairs, Minister Marcelo Paz Saraiva Câmara. The lecturers invited to speak on that topic were Najla Nassif Palma, Prosecutor at the Brazilian Military Criminal Court, and Legislative Consultant to the Brazilian Federal Senate, Tarcísio del Maso.
